We need to draw people to do their shopping in New Rochelle.  I think one way of attracting them (not only those residing in Westchester but in Manhattan as well) is to offer them something that is not available in Westchester.  It will be ideal if we can have something similar to the Woodbury Commons Premium Outlets but in a smaller scale but big enough that it is worth people's while to visit and shop.  The project can start by using unoccupied buildings that are adjacent to one another.  There are currently a few high-end department store outlets in Westchester but not in clusters.  Ultimately, the goal is to have a sprawling high-end shopping outlet and Echo Bay or something similar will be an ideal spot to develop.
