Paramount to the success of the development of NR downtown is a clean and aesthetically pleasing downtown and surrounding areas. Let's seriously enforce the anti-littering laws but they should also be reviewed and modified so that they are more realistic in terms of enforcement. The anti-littering penalty could be reduced to something more reasonable and enforceable -- like $20 for every offense, and if offender cannot pay, to substitute the monetary remediation with actual cleaning of the streets, or something similar by the offender. Get the gumbusters to remove the gum on sidewalks and enforce anti-gum littering law as well. Consider also planting more plants and flowers in the train station. Also sponsor beautification of streets or clusters of streets competitions and seek the support of Home Depot, Landscape companies, etc. for prizes and materials support.
